France’s prioritization of agriculture has increased modestly since 2018, fluctuating between 6-7% of France’s total ODA . Agricultural ODA increased by 18% between 2021 and 2022 ( US$221 million).



How does France allocate agricultural ODA?


Bilateral Spending


In 2022, 41%, or US$597 million, of France’s ODA for agriculture was provided bilaterally, a decrease in bilateral contributions of 22% between 2021-2022. The bilateral ODA towards agriculture included 1% of funding ( US$15 million) as earmarked funding through multilaterals.



Multilateral Spending and Commitments


In 2022, France channeled 59%, or US$857 million, of its ODA to agriculture through multilateral organizations, which is above the DAC average of 49%. This marks a 78% increase in multilateral ODA compared to 2021.

What is the current government's outlook on agricultural ODA?


On March 28, 2024, France announced it will host the next edition of the "Nutrition for Growth" Summit in Paris on March 27-28, 2025.

This summit aims to mobilize the international community, including private actors and civil society, in favor of nutrition and to achieve the sustainable development goals set by the UN Agenda 2030. The summit is positioned at the intersection of food systems and health.

According to France’s International Strategy for Food Security, Nutrition, and Sustainable Agriculture (2019-2024), France has five main goals:

  • Strengthening global governance of food security and nutrition;
  • Developing sustainable agricultural and food systems (agroecology);
  • Strengthening France’s action on nutrition, focusing especially on malnutrition in young children and pregnant and breastfeeding women;
  • Restructuring sustainable agri-food sectors to promote job creation in rural areas with a focus on youth; and
  • Strengthening food assistance actions for vulnerable populations and improving resilience to food insecurity, whether in emergency or chronic food insecurity contexts.

On October 16, 2023, which marked World Food Day, the French Ministry for Europe and Foreign Affairs made a series of announcements concerning nutrition initiatives.


The initiatives included:

  • The disbursement of EUR1 billion (US$1.1 billion) for food security in 2022, as part of its 2019-2024 international strategy for food security, nutrition and sustainable agriculture;
  • The organization of the Nutrition for Growth Summit in 2024 or 2025, which aims to mobilize political and financial support for nutrition; and
  • The organization of the 13th IFAD replenishment, co-organized with Angola, which aims to mobilize funding for the organization for the next three years and to which France already committed US$150 million.

On December 6, 2023, during COP28 representatives from Germany, the Netherlands, and France, launched the Team Europe Initiative on Deforestation-free Value Chains and pledged an initial EUR70 million (US$76 million) to the initiative.


On March 21, 2024, the French Ministry of Finance and Economy announced a contribution by FFEM and Conservation International of EUR2.5 million (US$3 million) to support biodiversity and respond to climate related crises in Amazonia.


Climate Change Adaptation


In response to Russia’s full-scale invasion of Ukraine, Macron announced the launch of the Food and Agriculture Resilience Mission initiative in March 2022, alongside the EU, G7, and AU to tackle food insecurity in vulnerable countries. In 2023, France allocated US$85 million to FARM .
