In February 2023, the Spanish Congress of Deputies approved the new Law for Sustainable Development Cooperation and Global Solidarity with the support of all parliamentary groups except for the extreme right. It includes, for the first time in Spain’s history, the objective of increasing ODA to 0.7% of the country’s GNI by 2030.
To pave the way for the 0.7% ODA/GNI target, the law set the groundwork for a strong modernization of the Spanish development system by deeply reforming the Spanish development agency, AECID, the FEDES (previously FONPRODE) , and the General Directorate for Sustainable Development Policies.
In light of the government's decision to renounce the 2024 budget approval, the 2023 state budget continued to apply in 2024 and 2025 and may be rolled over due to the ongoing political stalemate. As a result, despite the intentions of PM Sánchez’ administration, Spain’s ODA is expected to remain at the same level as 2024. Spain's 0.7% ODA/GNI target may be more difficult to achieve due to the budgetary effects of the decision.
